Laptops detained? Electronic devices can now be "arrested" at US borders, no suspicion required

Federal agents may take a traveler's laptop computer or other electronic device to an off-site location for an unspecified period of time without any suspicion of wrongdoing, as part of border search policies the Department of Homeland Security recently disclosed. Also, officials may share copies of the laptop's contents with other agencies and private entities for language translation, data decryption or other reasons, according to the policies, dated July 16 and issued by two DHS agencies, U.S. Customs and Border Protection and U.S. Immigration and Customs Enforcement.

"The policies . . . are truly alarming," said Sen. Russell Feingold (D-Wis.), who is probing the government's border search practices. He said he intends to introduce legislation soon that would require reasonable suspicion for border searches, as well as prohibit profiling on race, religion or national origin.

Dog becomes tigers' momma at Kansas Zoo: labrador retriever adopts, nurses three abandoned white tiger cubs

(AP) A dog at a southeast Kansas zoo has adopted three tiger cubs abandoned by their mother. Safari Zoological Park owner Tom Harvey said the tiger cubs were born Sunday, but the mother had problems with them.

A day later, the mother stopped caring for them. Harvey said the cubs were wandering around, trying to find their birth mother, who wouldn't pay attention to them. That's when the cubs were put in the care of a golden retriever, Harvey said.

Harvey said it's unusual for dogs to care for tiger cubs, but it does happen. He said he has seen reports of pigs nursing cubs in China, and he actually got the golden retriever after his wife saw television accounts of dogs caring for tiger cubs.

Puppies take about the same amount of time as tiger cubs to develop, and Harvey said the adoptive mother just recently weaned her own puppies. "The timing couldn't have been any better," he said. The mother doesn't know the difference, Harvey said. He said the adopted mother licks, cleans and feeds the cubs.

The Safari Zoological Park is a licensed facility open since 1989 and specializes in endangered species. It has leopards, lions, cougars, baboons, ring-tailed lemurs, bears and other animals. It currently has seven white tigers and two orange tigers.

Few had heard of this mystery athlete, much less knew how to pronounce his given name. What a difference four years make. In Beijing, Liu, 25, along with basketball star Yao Ming, will be the poster boy for China's mighty Olympic squad. His name (pronounced Sheeahng) means "to soar" in Chinese.

Italian shoppers use texting service to check and compare best food prices while at the market

The rising cost of food is a growing concern for many people across the world. There have been protests, and even riots, in countries including Mexico, India and Egypt, clear evidence of the struggle that many people are now facing. However, if Italians feel that their local food retailer is charging unreasonable prices, they can now call on a new service to help them haggle or walk away. Thanks to a short message service (SMS) text system set up jointly by the Italian agriculture ministry and consumer associations, shoppers can check the average price of different foods in northern, central and southern Italy.

Italy’s Department of Agriculture, Food & Forestry, along with consumer organisations, have come up with the SMS Consumatori service www.smsconsumatori.it, which tracks prices for over 80 types of fruit, vegetables, meat, dairy products and so on. To use the service, shoppers send a text message to 47947 for free, typing the name of the product they want a price for. They get a reply straightaway listing both a wholesale price and average retail prices in the north, centre and south. If a product comes in varieties, the service sends separate messages for each of the most popular ones.

463,000 job lost this year, 1.7 million out of work for 6 months, unemployment rate hits 4-year high at 5.7%

NEW YORK (CNNMoney.com) -- Employers cut jobs in July for the seventh straight month, while the unemployment rate hit a four-year high, according to a government report released Friday. The Labor Department reported a net loss of 51,000 jobs in the month. Economists surveyed by Briefing.com had been forecasting a loss of 75,000 jobs in the latest report.

The latest report brought job losses this year to 463,000. The June job loss number was revised to 51,000. The unemployment rate rose to 5.7% from a 5.5% reading in June. It was the worst reading since March 2004, and slightly worse than economists' forecast of a 5.6% rate. The rate has now jumped a full percentage point from a year ago. But the 5.7% unemployment rate tells only part of the problem facing job seekers. It doesn't include those who have become discouraged from looking for work, or those who have accepted part-time jobs when they want to be working full time. Counting the unemployed or underemployed, the rate rises to 10.3%, the first time that measure has hit double figures since November 2003.

CA Governor orders pay cuts, lay-offs of state workers; Consequences, at individual level and society as a whole?

SACRAMENTO - On Thursday, July 31, California’s Republican Governor Schwarzenegger signed an executive order cutting the pay of up to 200,000 state employees to the federal minimum of $6.55/hour and firing over 10,000 part time and temporary workers until the state’s budget impasse is resolved. The order exempts public safety agencies but will have an immediate effect everywhere else: Hiring, overtime and contracting will be halted, and tens of thousands of employees will feel the squeeze. It covers 22,000 retired state employees who work under contract, temporary and part-time workers such as those who fill in at the Department of Motor Vehicles, seasonal employees and student assistants. The order affects the approximately 10,000 state employees in San Diego and Riverside counties. They work at Department of Motor Vehicles offices, highway offices, state parks and beaches, unemployment offices, fish hatcheries and agriculture inspection stations.

The new Moon drew its shadow across Earth's Eastern Hemisphere earlier today, totally eclipsing the Sun along a track that crossed the Arctic, Siberia, and interior China. Thousands of eclipse chasers had stationed themselves along the path in anticipation. The Moon's shadow arced over the Earth as the lunar body passed directly between our planet and its star. In all, the path of darkness covered about 10,200km (6,300 miles). Russia saw the longest full eclipse, for two minutes, 27 seconds, at 1021 GMT - but the UK and most of Europe experienced just a partial eclipse.

"Totality" began at sunrise at 0921 GMT in Queen Maud Gulf off Victoria Island in the territory of Nunavut, Canada. The instant of greatest eclipse occurred at 1021 GMT close to the Russian city of Nadym, before totality came to an end at 1121 GMT near the Chinese city of Xi'an, in Shaanxi province.
